Uttar Pradesh Strengthens Ayushman Bharat Scheme with District-Level Empowerment

Uttar Pradesh has taken a significant step forward in improving healthcare access by decentralising key services under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY). Beneficiaries can now resolve issues related to Ayushman Card approvals, rejections, and disabling directly at the district level, eliminating the need to visit the State Health Agency (SACHIS) office in Lucknow. This reform is expected to make the scheme more convenient and responsive to the needs of millions of families across the state.


Chief Minister Yogi Adityanath has stressed the importance of delivering scheme benefits to eligible citizens without unnecessary delays or difficulties, ensuring timely and efficient services.

District-Level Empowerment for Card Services

All Chief Medical Officers (CMOs), Nodal Ayushman Officers, and members of the District Implementation Units have been equipped with special technical IDs. These credentials allow district officials to handle essential technical processes related to Ayushman Cards locally. By bringing these services closer to the people, the initiative reduces travel expenses, saves time, and improves overall accessibility for beneficiaries in both urban and rural areas.


Improving Claim Settlement and Hospital Support

Efforts are underway to simplify and accelerate claim settlement procedures. The average time for processing and paying claims in Uttar Pradesh is currently around 57 days, which compares favourably to the national average of 73 days. Pending liabilities have been managed effectively, with approximately ₹500 crore remaining to be cleared.


To address common reasons for claim rejections, such as incomplete documentation, SACHIS is organising online training programmes for hospitals. These sessions focus on proper claim submission practices, required paperwork, and adherence to Standard Treatment Guidelines, aiming to ensure smoother processing and quicker payments to healthcare providers.


Ensuring Quality and Compliance

The state continues to maintain high standards by monitoring empanelled hospitals closely. Facilities found non-compliant with quality norms or involved in irregularities face appropriate action, including de-empanelment. This approach helps sustain the integrity of the scheme and ensures that beneficiaries receive reliable treatment from qualified providers. Uttar Pradesh leads the country with the highest number of empanelled hospitals—over 5,800 facilities, including both government and private institutions—demonstrating strong infrastructure support for the programme.


Broader Reach and Digital Innovations

The Ayushman Bharat scheme in Uttar Pradesh has achieved impressive scale, with over five crore cards issued in recent years. The programme provides up to ₹5 lakh per family annually for secondary and tertiary hospitalisation, covering pre-existing conditions and offering cashless treatment to economically vulnerable sections of society. Complementary efforts, such as the establishment of Ayushman Arogya Mandirs, are strengthening primary healthcare by providing free diagnostics and essential medicines at the grassroots level.


Digital tools like the Ayushman Sarathi mobile application and AI-based support systems are enhancing beneficiary awareness and helping people locate nearby empanelled facilities with ease. A well-structured three-tier grievance redressal mechanism further supports timely resolution of any concerns raised by beneficiaries or hospitals.
