Yogi Adityanath Government Outlines Forward-Looking Strategy for Technological Advancement, Rural Empowerment, and Agricultural Growth in Uttar Pradesh

In a significant step towards shaping the future of Uttar Pradesh, Chief Minister Yogi Adityanath chaired a high-level review meeting on May 20, 2026, at his official residence. The session focused on three interconnected initiatives aimed at strengthening the state’s digital infrastructure, fostering innovation in artificial intelligence, and enhancing agricultural value addition. These efforts reflect the government’s vision of building a modern, inclusive, and economically vibrant Uttar Pradesh.

Uttar Pradesh Data Centre Cluster: Laying the Groundwork for AI Leadership
The Uttar Pradesh Data Centre Cluster (UPDCC) emerged as a central pillar of the discussions. Chief Minister Yogi Adityanath described the project as the foundational infrastructure for the state’s ambitious AI Mission. He emphasized that the initiative should not be limited to the National Capital Region but must extend to other parts of the state to ensure balanced regional development.
The Chief Minister proposed initiating the cluster in the Bundelkhand Industrial Development Authority (BIDA) region, highlighting the availability of large land parcels suitable for large-scale infrastructure. He also directed officials to develop Lucknow as an “AI City” and to engage with leading technology companies, including the Tata Group, to build a robust ecosystem.
Officials noted that the project is designed as a long-term economic blueprint. It aims to position Uttar Pradesh as India’s largest AI compute hub and a prominent centre in the Global South for artificial intelligence, data centres, cloud computing, and advanced digital manufacturing. Projections suggest the initiative could attract investments of up to ₹2 lakh crore, generate over 1.5 lakh direct jobs, and help establish a 5 GW AI Compute Corridor by 2040. Uttar Pradesh’s central location, extensive fibre optic network, and reliable connectivity are seen as key advantages that will support this growth.
Project Ganga: Expanding High-Speed Internet in Rural Areas
Another key focus was Project Ganga, formally known as the Government Assisted Network for Growth and Advancement. This initiative seeks to bridge the digital divide by delivering high-speed broadband connectivity to rural and semi-urban regions across the state. Through an MoU signed with One OTT Entertainment Limited, a subsidiary of the Hinduja Group, the project targets connecting more than 20 lakh rural households within the next two to three years.
Beyond providing basic internet access, Project Ganga is expected to enable a wide range of services including telemedicine, digital education, skill development, e-governance, and opportunities for rural entrepreneurship. The government plans to train around 8,000 to 10,000 local youths as Digital Service Providers at the Nyaya Panchayat level. Overall, the project is anticipated to create approximately 50,000 direct jobs and over one lakh indirect employment opportunities, fostering grassroots economic activity.
During the review, the Chief Minister stressed the importance of quality training for selected entrepreneurs, transparency in implementation, swift fibre optic deployment, and effective incentives to encourage digital innovation at the local level.
Reforms in Wheat Processing and Mandi Operations
The meeting also addressed reforms in the agricultural sector, particularly focused on wheat, where Uttar Pradesh continues to lead the country in production with an estimated output of around 372 lakh metric tonnes in the 2025-26 season. Despite this strong production base, a significant portion of the wheat is sold as raw grain due to limited in-state processing capacity.
To promote value addition, the government is considering exemptions from mandi fees and development cess for wheat procured by registered roller flour mills for processing within the state. There are currently 559 roller flour mills in Uttar Pradesh with a combined capacity of 218.4 lakh metric tonnes, though current utilization stands lower. Officials discussed modernizing mandis through better maintenance, improved cleanliness, and removal of encroachments.
The Chief Minister also highlighted the need to maintain strong food grain reserves in anticipation of potential climate challenges, such as the impact of El Niño, to safeguard the state’s long-term food security.

The Yogi Adityanath government’s latest policy direction reflects a strategic effort to position Uttar Pradesh as a future-ready state by aligning technological innovation with inclusive development. The push for the Uttar Pradesh Data Centre Cluster and the vision of transforming Lucknow into an “AI City” indicate a long-term ambition to make the state a national leader in artificial intelligence, digital infrastructure, and high-value investment. By expanding this initiative beyond traditional urban centres and into regions like Bundelkhand, the government is signaling a broader commitment to balanced regional growth while creating opportunities for large-scale employment and industrial transformation.
At the same time, the emphasis on Project Ganga and agricultural reforms demonstrates an understanding that true development must extend beyond urban technology hubs and directly impact rural communities and farmers. By bringing high-speed internet to villages, enabling digital entrepreneurship, and modernizing mandi systems alongside promoting value-added wheat processing, the government is attempting to bridge the rural-urban divide. This integrated model of governance—where digital expansion, grassroots empowerment, and agricultural modernization move together—has the potential to reshape Uttar Pradesh’s economic landscape and strengthen its role in India’s long-term growth story.
