Prime Minister Narendra Modi on Thursday welcomed Venezuela’s Acting President Delcy Rodríguez at Hyderabad House for comprehensive bilateral discussions. The meeting marked a significant step towards enhancing cooperation between the two nations across multiple strategic sectors, particularly energy security and trade.
This engagement forms part of Rodríguez’s five-day official visit to India from June 3 to 7, reflecting the growing importance both countries attach to their longstanding relationship.

Deepening Energy Cooperation Amid Global Challenges
Energy emerged as the cornerstone of the discussions. India, one of the world’s largest crude oil importers, is actively diversifying its sources in response to disruptions in global energy supplies caused by tensions in West Asia. Venezuela, possessing the world’s largest proven oil reserves, offers a reliable and compatible option for Indian refineries, which are well-equipped to process its heavy crude.
Both leaders explored long-term energy partnerships, moving beyond spot purchases to more stable contractual arrangements. Officials described the potential collaboration as mutually beneficial, with Venezuela seeking consistent markets to support its economic recovery while India strengthens its energy security. Discussions also extended to renewable energy and broader hydrocarbon cooperation.
Broadening Economic and Investment Ties
The talks covered a wide spectrum of bilateral issues aimed at boosting trade and investment. Areas of focus included pharmaceuticals, healthcare, transportation, automobiles, critical minerals, mining, and agriculture. Both sides expressed commitment to increasing bilateral trade volumes, which reached approximately $679 million in the financial year 2025-26.
Indian companies are showing interest in exploring investment opportunities in Venezuela’s resource-rich sectors, including gold, diamonds, and critical minerals. In turn, Venezuela is keen to benefit from Indian expertise in pharmaceuticals, manufacturing, and technology. The two nations also reviewed possibilities for enhanced cooperation in digital payments and animal husbandry.
Shared Vision in Multilateral Forums and Global South Solidarity
Prime Minister Modi and Acting President Rodríguez reaffirmed their shared commitment to the Global South. They discussed collaboration in multilateral platforms, including Venezuela’s interest in greater engagement with groupings like BRICS. The leaders emphasized the importance of building resilient supply chains and supporting each other on issues of mutual interest in international forums.
Personal and Cultural Connections
Beyond the official agenda, Delcy Rodríguez’s visit carries a personal dimension. Known for her spiritual connection with India, particularly her devotion to Sathya Sai Baba, she is expected to visit the Prasanthi Nilayam in Puttaparthi during her stay. She is also scheduled to pay homage to Mahatma Gandhi at Rajghat and interact with Indian industry leaders while visiting key industrial sites, including energy and pharmaceutical facilities.
The MGMM Outlook
The bilateral discussions between Prime Minister Narendra Modi and Venezuela’s Acting President Delcy Rodríguez highlight India’s continued efforts to strengthen strategic partnerships that support long-term energy security and economic resilience. With global energy markets facing persistent uncertainties, deeper engagement with Venezuela offers India an opportunity to diversify its energy sources while securing access to one of the world's largest proven oil reserves. The focus on stable energy arrangements, renewable energy collaboration, and hydrocarbon cooperation reflects a pragmatic approach aimed at ensuring sustainable growth and reducing vulnerability to external disruptions.
Beyond energy, the talks underscore a broader vision for expanding economic cooperation across sectors such as pharmaceuticals, healthcare, mining, agriculture, automobiles, and digital technologies. The growing interest of Indian businesses in Venezuela’s resource-rich industries, coupled with Venezuela’s desire to benefit from India’s technological and manufacturing capabilities, creates a strong foundation for mutually beneficial growth. The emphasis on Global South cooperation, resilient supply chains, and stronger coordination in international forums further demonstrates a shared commitment to advancing development priorities and fostering a more balanced and inclusive global economic landscape.
