India and Slovakia Elevate Bilateral Relations to Comprehensive Partnership: Forging Deeper Ties in Technology, Defence, and Trade

In a significant diplomatic milestone, India and Slovakia have upgraded their bilateral relations to a Comprehensive Partnership. This development took place during Prime Minister Narendra Modi’s historic state visit to Bratislava, the first by an Indian Prime Minister to Slovakia since the country’s independence in 1993. According to data from the Slovak Statistical Office, trade volumes reached a record $1.3 billion in 2024, crossing the $1 billion mark for the first time. This upward trajectory continued into 2025, with total trade climbing to $1.8 billion—a 28 percent increase—largely propelled by Indian exports valued at approximately $1.52 billion.
Existing collaborations in automobile manufacturing and railway freight wagons provide a strong foundation for expansion. The leaders emphasised the vast potential in sectors such as automobiles, electronics, railways, advanced manufacturing, and green technologies. They encouraged greater two-way investments and exploration of direct air connectivity to further boost business exchanges and tourism.
Advancing Technology and Innovation Partnerships
Technology has emerged as a central pillar of the new Comprehensive Partnership. Prime Minister Modi welcomed the establishment of India’s first Indian Council for Cultural Relations (ICCR) Chair in Artificial Intelligence at the Technical University of Košice. He underscored that the development of AI should be guided not only by innovation but also by principles of trust, responsibility, and human dignity.
An MoU on digital technologies was signed to deepen collaboration in areas such as semiconductors, startups, 5G and 6G applications, the Internet of Things (IoT), machine-to-machine communications, post-quantum cryptography, and critical infrastructure protection. Both sides also committed to fostering an open, secure, and resilient digital space while countering cyber threats.
Deepening Defence, Space, and Energy Cooperation
Defence cooperation received a notable boost with the signing of a Letter of Intent focused on joint development, production, capacity building, and research and development. This agreement highlights the evolving strategic convergence between the two countries, with Slovakia procuring certain defence technologies from India in addition to longstanding supply relationships.
Building on India’s successful launch of Slovakia’s first satellite in 2017, the leaders agreed to expand cooperation in the space sector. Civil nuclear energy and geothermal power were identified as key priorities for enhancing energy security and supporting sustainable development goals.
Enhancing People-to-People Ties and Regional Engagement
Recognising the importance of human mobility, both nations called for the swift conclusion of a Social Security Agreement to protect professionals working across borders. They also supported the early implementation of the India-European Union Free Trade Agreement, which is expected to create new avenues for economic integration.
Additional agreements cover labour migration, higher education, research collaboration, audio-visual cooperation, and the establishment of regular consular consultations. On the multilateral front, Slovakia reiterated its support for India’s bid for permanent membership in a reformed United Nations Security Council and its accession to the Nuclear Suppliers Group. The two countries agreed to enhance engagement through regional platforms such as the Visegrad Four (V4), Slavkov Three (S3), and the Three Seas Initiative.
