PM Modi Chairs 11th NITI Aayog Governing Council Meeting: Advancing Inclusive Human Development for Viksit Bharat 2047

Prime Minister Narendra Modi chaired the 11th meeting of the NITI Aayog Governing Council on June 11, 2026, at the Rashtrapati Bhavan Cultural Centre. Held under the theme ‘Inclusive Human Development for Viksit Bharat@2047’, the meeting brought together Chief Ministers from all 28 states and administrators of Union Territories in a notable display of cooperative federalism. Strengthening Cooperative Federalism

Prime Minister Modi underscored the importance of seamless Centre-State partnership, describing Viksit Bharat as a shared national mission that must reach every district, block, and village. He highlighted India’s resilience amid global economic uncertainties and praised the spirit of Team India in driving progress. The meeting marked a significant moment of unity, with leaders from diverse political backgrounds contributing to the deliberations.

This level of attendance reflected growing alignment on development priorities. Chief Ministers presented their states’ visions, achievements, and suggestions, fostering an environment of constructive dialogue and mutual support.

Pillars of Inclusive Human Development

The core agenda revolved around an Inclusive Human Development Framework anchored in four key pillars: foundational human capital and future-ready skills; productive employment, entrepreneurship, and decentralised growth; health, nutrition, and wellbeing; and equity and dignity for all. Participants reviewed progress and strategies across these areas to ensure holistic development at every stage of life—from early childhood to old age.

Emphasis was placed on enhancing education, skilling, and employment opportunities to empower the youth. With a large young population, the focus was on converting this demographic dividend into a sustained development advantage through industry-aligned training and entrepreneurship support.

Empowering Women and Promoting Sectoral Growth

The Prime Minister called for expanding women-led development initiatives, including increasing the number of Lakhpati Didis. He encouraged states to strengthen programmes like One District One Product with an export orientation and to explore opportunities in emerging sectors such as defence manufacturing. Discussions also touched on creating a safe and supportive environment for women’s participation in various fields.

Additional priorities included water conservation, natural farming practices, and addressing challenges like drug abuse and cyber fraud through coordinated awareness and governance measures. Building on successful models such as the Aspirational Districts Programme, leaders explored targeted interventions in high-potential agricultural districts.

Implementation Roadmap and Key Enablers

A robust implementation roadmap was discussed, leveraging governance reforms, Digital Public Infrastructure, scheme convergence, partnerships, and data-driven monitoring. Clear timelines, including 100-day and five-year targets, were highlighted to ensure accountability and track progress toward the 2047 vision. States were encouraged to improve ease of doing business, transparency, and adoption of technologies like artificial intelligence and data centres.

Chief Ministers expressed support for national initiatives and shared insights on local priorities, reinforcing the collaborative approach essential for sustainable growth.
