Prime Minister Modi, on the first leg of his Europe visit, arrived in Nice on June 13 and joined President Macron to inaugurate the Bharat Innovates 2026 event. Warm Engagement and Bilateral Dialogue

The leaders held comprehensive talks at Villa Kerylos, reviewing the progress of the India-France Special Global Strategic Partnership, which was elevated earlier in 2026. Their discussions covered a broad spectrum of areas, including innovation, artificial intelligence, startups, trade and investment, infrastructure, mobility, healthcare, sustainability, security, space, culture, and people-to-people connections. They also exchanged perspectives on key regional and international developments.

President Macron praised India’s remarkable rise as a global innovation powerhouse, crediting its talented youth and achievements such as the Chandrayaan-3 mission. He underscored France’s view of India as a vital partner in shaping the future of technology and sustainable development.

Prime Minister Modi, in turn, invited investors, universities, researchers, and entrepreneurs worldwide to “Design in India, Develop in India, and create solutions for the world.” He emphasized India’s youthful energy and its commitment to fostering inclusive innovation that benefits humanity at large.

Major Outcomes from the Meeting

The bilateral engagement resulted in 13 significant agreements and initiatives that promise to elevate cooperation across multiple domains. These include the adoption of the India-France Innovation Roadmap 2030, which provides a strategic framework for collaboration in critical and emerging technologies, academic exchanges, and industry partnerships.

A dedicated Joint Framework on Artificial Intelligence was established, along with a working group focused on AI governance, research, capacity building, and startup linkages. The two sides also set an ambitious target to double bilateral trade over the next five years, supported by a high-level monitoring mechanism.

In the infrastructure sector, a declaration of intent was made to enhance cooperation in high-speed rail and railway modernization. Additional outcomes encompass a General Security Agreement for the protection of classified information, the expansion of India’s Unified Payments Interface (UPI) to Paris Airport and Nice, and the setting up of a National Centre of Excellence for skilling in aeronautics in Kanpur.

Further steps include incubating more Indian startups at Station F, launching a Centre of Digital Sciences in partnership with INRIA, establishing an ICCR India Chair on AI, Innovation and Culture at Université Paris-Saclay, and initiating a health data and AI research pilot between ICMR and France’s Health Data Hub. Cooperation in economic security, critical minerals, semiconductors, and space—particularly microgravity research and human spaceflight—also received a boost.

Bharat Innovates 2026: Showcasing India’s Innovation Ecosystem

The three-day Bharat Innovates event (June 14-16) at the Palais des Expositions de Nice brings together over 120 Indian deep-tech startups, more than 15 premier higher education institutions including IITs and IISc, investors, venture capitalists, researchers, and industry leaders. Organized by India’s Ministry of Education with IIT Bombay as the nodal institute, the summit focuses on 13 frontier technology themes such as artificial intelligence, biotechnology, aerospace, clean energy, healthcare, semiconductors, and sustainability.

This platform not only facilitates networking and investment opportunities but also positions India as a global hub for cutting-edge solutions driven by its vibrant innovation ecosystem.

A Forward-Looking Partnership

The Nice meeting builds on the strong foundation laid during President Macron’s visit to India in February 2026 and reflects the shared vision of both nations for a multipolar world anchored in trust, technology leadership, and sustainable growth. As India and France continue to collaborate on global challenges—from climate action to digital transformation—their partnership stands as a model of constructive international engagement.

The MGMM Outlook

India and France have continued to reinforce their Special Global Strategic Partnership through the high-level meeting between Prime Minister Narendra Modi and French President Emmanuel Macron in Nice. The launch of Bharat Innovates 2026 and the warm engagement between the two leaders reflected the growing trust and shared vision between the two countries. Their discussions highlighted expanding cooperation in innovation, artificial intelligence, trade, infrastructure, healthcare, security, space, sustainability, and people-to-people ties, demonstrating the increasingly comprehensive nature of bilateral relations.

The outcomes of the meeting underline the importance both nations place on technology-driven growth and strategic collaboration. The adoption of the India-France Innovation Roadmap 2030, new frameworks on AI, increased startup partnerships, expansion of UPI services in France, and cooperation in sectors such as semiconductors, critical minerals, railways, and human spaceflight showcase a forward-looking partnership. Bharat Innovates 2026 further emphasizes India's emergence as a global innovation hub while strengthening opportunities for academic, industrial, and entrepreneurial collaboration between the two countries.
