The United States is actively seeking to expand collaboration with India in artificial intelligence, semiconductors, and critical supply chains. This development marks a significant step forward in the bilateral strategic partnership. US Ambassador to India Sergio Gor has highlighted the strong momentum, pointing to shared opportunities under the current administration to enhance trade, innovation, and technological capabilities.


Speaking at the Citi India Conference 2026, Ambassador Gor stressed the potential for both nations to integrate value chains more effectively and reduce external dependencies. He noted President Donald Trump’s high priority on strengthening the India-US relationship and expressed commitment to advancing bilateral trade through forthcoming discussions with Indian officials, including Commerce Minister Piyush Goyal.

Private Sector Investments Driving Momentum

A key highlight of the partnership is the robust engagement from the US private sector. Major technology companies are making substantial commitments that underscore confidence in India’s growth trajectory. Amazon plans to invest $35 billion in India by 2030, focusing on AI-driven digitalization, export growth, and job creation. Microsoft has announced a $17.5 billion investment to expand hyperscale cloud infrastructure and AI capabilities, while Google is set to establish a $15 billion AI hub. These initiatives are expected to create significant opportunities in infrastructure development, skilling, and innovation.


Such investments complement government-to-government efforts, creating a win-win dynamic that benefits both economies through technology transfer, employment generation, and enhanced digital capabilities.


The TRUST Framework: Building on iCET

The foundation of this collaboration rests on established initiatives that have evolved to meet emerging challenges. The US-India Initiative on Critical and Emerging Technology (iCET), launched earlier, has transitioned into the TRUST framework — Transforming the Relationship Utilizing Strategic Technology. This comprehensive platform covers semiconductors, artificial intelligence, quantum technologies, critical minerals, biotechnology, energy, and space.


Recent joint statements have outlined plans to accelerate AI infrastructure, including joint research and development, reliable energy solutions, workforce development, and resilient semiconductor ecosystems. These efforts align with broader goals of building trusted technology supply chains under frameworks like Pax Silica, positioning democratic partners like India and the US as key players in global technology leadership.


Advancing India’s Semiconductor Ecosystem

India is making steady progress in strengthening its semiconductor capabilities through the India Semiconductor Mission. The upcoming ISM 2.0 places renewed emphasis on equipment and materials, intellectual property development, supply chain fortification, and research and development centers. This phase builds on earlier achievements, such as Micron’s assembly and test facility in Gujarat, and aims to integrate India more deeply into global value chains.


A notable recent development is the $3.3 billion memorandum of understanding signed with Intel and US-based 3D Glass Solutions for an advanced packaging facility in Odisha. Such projects are poised to generate high-skilled employment and foster innovation across the semiconductor landscape. With multiple projects underway, India continues to attract international partnerships that support its ambition of technological self-reliance while contributing to global supply chain resilience.


Progress in Trade Negotiations

Bilateral trade discussions between India and the US are advancing constructively. Commerce Minister Piyush Goyal has indicated that major issues in the first phase of a potential trade agreement have largely been addressed, with ongoing focus on finer details. These talks encompass technology, defense, and other strategic sectors, supported by continued engagement on various trade matters.
