India-Canada Ties Gain Fresh Momentum: Intelligence-Sharing Pact and Trade Ambitions Highlighted at G7 Summit

Indian Prime Minister Narendra Modi and Canadian Prime Minister Mark Carney advanced bilateral cooperation during a productive bilateral meeting on the sidelines of the G7 Summit in Évian-les-Bains, France. The leaders agreed to launch formal negotiations on a General Security of Information Agreement (GSOIA), marking a significant step toward deeper defence and security collaboration. This development reflects the growing trust and shared commitment to strengthening ties between the two democracies.


The meeting underscored a forward-looking partnership built on mutual respect, economic complementarity, and strategic alignment. Both sides welcomed the positive trajectory in relations, building on recent high-level engagements, including Prime Minister Carney’s visit to India earlier in 2026.

Deepening Defence and Security Cooperation

The proposed General Security of Information Agreement will provide a robust legal framework for the secure exchange and protection of sensitive defence and classified intelligence. Such pacts are essential for facilitating trusted collaboration while safeguarding national interests. Officials described the initiative as an important milestone that will enhance interoperability and joint efforts in areas such as maritime security.


In a joint statement, the Prime Ministers affirmed their dedication to broadening defence ties. This agreement aligns with ongoing efforts to foster greater strategic convergence between India and Canada on global and regional challenges.


Advancing Economic Partnership and Energy Security

Economic cooperation featured prominently in the discussions. The leaders reviewed progress on the Comprehensive Economic Partnership Agreement (CEPA) and set an ambitious target to conclude negotiations by the end of 2026. The goal is to significantly boost bilateral trade, aiming to more than double it to around $50-70 billion by 2030 through enhanced flows in goods, services, and investment.


Energy security emerged as a key pillar. Building on a substantial long-term uranium supply agreement with Cameco valued at approximately $2.6 billion, the two sides explored expanded commercial opportunities in liquefied natural gas (LNG), liquefied petroleum gas (LPG), critical minerals, metallurgical coal, hydrogen, and renewables. These initiatives support India’s growing energy demands and Canada’s export capabilities while advancing clean energy transitions.


Broader Strategic and Multilateral Engagement

Prime Minister Modi conveyed India’s support for Canada’s aspiration to become a Dialogue Partner in the Indian Ocean Rim Association (IORA). The leaders also announced the launch of “Raisina Americas,” a new initiative designed to promote policy dialogue and institutional linkages between India and countries in the Western Hemisphere.


To further consolidate the relationship, Prime Minister Carney extended an invitation for Prime Minister Modi to undertake an official state visit to Canada later in 2026, which was warmly accepted. This engagement represents their fourth meeting in under a year, highlighting the sustained high-level commitment to bilateral progress.


In public remarks, Prime Minister Modi expressed satisfaction with the comprehensive review of ties and the ground covered since previous interactions. Prime Minister Carney highlighted India’s dynamic growth and the vast potential for collaboration in energy, technology, talent, and artificial intelligence.


A Promising Path Forward

The discussions at the G7 Summit build upon earlier momentum, including multiple engagements throughout 2025 and 2026. Both nations are focusing on pragmatic cooperation across trade, energy, security, and innovation, leveraging their shared democratic values and complementary strengths.
