Prime Minister Narendra Modi was conferred with Norway’s highest civilian honour, the Grand Cross of the Royal Norwegian Order of Merit, by His Majesty King Harald V in a special ceremony at the Royal Palace in Oslo. This prestigious award, the highest grade within the order established in 1985, recognises exceptional contributions to strengthening bilateral relations and advancing international cooperation. It marks the 32nd global honour received by the Prime Minister, reflecting the growing international appreciation for India’s leadership and diplomatic outreach.

A Historic Visit After 43 Years

This occasion coincided with the first visit by a sitting Indian Prime Minister to Norway in 43 years, since the visit of Prime Minister Indira Gandhi in 1983. Upon arrival in Oslo, PM Modi was warmly received by Norwegian Prime Minister Jonas Gahr Støre and senior officials. The visit, part of a broader European tour, also followed the conferment of Sweden’s highest honour for foreign heads of government, the Royal Order of the Polar Star (Commander Grand Cross), just a day earlier.


In his message on X, Prime Minister Modi expressed deep gratitude and dedicated the honour to the people of India. “Honoured to receive the Grand Cross of the Royal Norwegian Order of Merit. This honour is dedicated to the people of India and is a tribute to the enduring friendship between India and Norway. It reflects our shared commitment to global progress,” he stated.


Forging a Green Strategic Partnership

During bilateral discussions with Prime Minister Jonas Gahr Støre, India and Norway elevated their relations to a Green Strategic Partnership. This forward-looking framework focuses on collaboration in clean energy, climate resilience, the blue economy, green shipping, resilient supply chains, and sustainable technologies. Both leaders emphasised combining India’s scale, speed, and talent with Norway’s advanced technology and capital to develop global solutions for pressing environmental challenges.


The partnership is expected to open new avenues for businesses and innovation in renewable energy, maritime security, and green industrial growth. Norway also joined India’s Indo-Pacific Oceans Initiative, further strengthening maritime cooperation between the two nations.


Key Agreements and Areas of Cooperation

Several important agreements were signed during the visit to deepen bilateral engagement across multiple sectors. These include an MoU between ISRO and the Norwegian Space Agency for enhanced space collaboration, pacts on health focusing on high-tech services, digital health, artificial intelligence, and research, as well as cooperation in digital public infrastructure. A Triangular Development Cooperation Agreement was also concluded to support countries in the Global South.


The two sides appreciated their longstanding partnership in Arctic and polar research, with India expressing gratitude for Norway’s support to its Arctic research station “Himadri.” Discussions also touched upon digital public goods and capacity building in various future-oriented fields.


Shared Commitment to Global Peace and Security

Prime Minister Modi and his Norwegian counterpart reiterated their belief in a rules-based international order, dialogue, and diplomacy as the foundation for resolving conflicts. They called for peaceful resolutions to ongoing situations in Ukraine and West Asia. PM Modi also thanked Norway for its solidarity with India following the Pahalgam terrorist attack and reaffirmed the shared commitment to eradicating terrorism in all its forms.


Warm Engagement with the Indian Diaspora

The visit was further enriched by interactions with the Indian diaspora in Oslo, who welcomed the Prime Minister with cultural performances. These people-to-people ties continue to serve as a vital bridge between the two nations.
