India and Vietnam have formally upgraded their bilateral relationship to an Enhanced Comprehensive Strategic Partnership, marking a significant milestone in their longstanding friendship. The announcement followed productive talks between Prime Minister Narendra Modi and Vietnamese President To Lam at Hyderabad House in New Delhi. This elevation builds on a decade of the Comprehensive Strategic Partnership established in 2016 and comes as both nations celebrate 54 years of diplomatic relations.
President To Lam, who is also the General Secretary of the Communist Party of Vietnam, is on his first state visit to India. The three-day visit, from May 5 to 7, began with a meaningful stop at Bodh Gaya, reflecting the deep civilisational and spiritual connections rooted in Buddhism that continue to bind the two countries.

Historical Foundation and Strategic Significance
The partnership between India and Vietnam has grown steadily over the years, evolving from strong historical ties into a multifaceted strategic relationship. A decade ago, Vietnam became India’s first Comprehensive Strategic Partner in ASEAN during Prime Minister Modi’s visit. Since then, cooperation has expanded rapidly across political, economic, defence, and cultural domains.
Prime Minister Modi described the upgrade as a natural and timely progression. He highlighted Vietnam’s role as a key pillar of India’s Act East Policy and Vision for the Ocean (SAGAR). Both leaders emphasised their shared outlook on the Indo-Pacific region and reaffirmed their commitment to upholding the rule of law, peace, stability, and prosperity through closer collaboration.
Key Areas of Cooperation and Recent Agreements
The summit resulted in the signing of 13 Memoranda of Understanding and agreements that promise to deepen engagement across multiple sectors. Economic ties received particular attention, with both sides setting an ambitious target of raising bilateral trade to $25 billion by 2030, building on the current level of around $16 billion.
Efforts to boost connectivity include plans to link India’s Unified Payments Interface (UPI) with Vietnam’s fast payment system and enhanced cooperation between the two central banks. These steps are expected to facilitate smoother trade, investment, and tourism flows. New initiatives in critical minerals, rare earths, and renewable energy aim to strengthen supply chain resilience and support long-term economic security for both nations.
Defence and security cooperation remains a cornerstone of the partnership. Building on previous agreements such as the framework for submarine search, rescue, and support, the two countries are advancing industrial collaboration in the defence sector. Discussions also covered broader maritime security and regional stability.
Additional agreements focus on pharmaceuticals, agriculture, fisheries, education, culture, and tourism. These pacts are designed to improve market access, promote people-to-people exchanges, and foster state-to-state and city-to-city partnerships for more inclusive growth.
Shared Vision for the Indo-Pacific and Beyond
In an era of evolving regional dynamics, India and Vietnam share a common commitment to a free, open, and rules-based Indo-Pacific order. The leaders discussed ways to strengthen cooperation within ASEAN and beyond, with Vietnam playing a supportive role in India’s expanded engagement with the grouping. Both sides also expressed solidarity on counter-terrorism and other global challenges.
