India and Seychelles Deepen Strategic Partnership: Landmark Outcomes from PM Modi’s State Visit

Prime Minister Narendra Modi’s state visit to Seychelles from June 27 to 29, 2026, has opened a new chapter in the longstanding friendship between India and the island nation. Invited by President Dr. Patrick Herminie, Modiji participated as the Guest of Honour in the Golden Jubilee celebrations of Seychelles’ National Day. This visit, his second after 2015, witnessed the signing of 19 pacts and the announcement of several development initiatives, covering critical areas such as maritime security, healthcare, digital infrastructure, agriculture, space cooperation, and sustainable development.


The delegation-level talks between the two leaders focused on the full spectrum of bilateral relations, with particular emphasis on shared challenges and opportunities in the Indian Ocean Region.

Strengthening Maritime Security and Defence Cooperation

A highlight of the visit was the handover of a Made-in-India Fast Patrol Vessel, PS LESPWAR, to the Seychelles Coast Guard. Manufactured by Goa Shipyard Limited, the vessel significantly enhances Seychelles’ maritime surveillance and Exclusive Economic Zone patrol capabilities. Additional support included utility vehicles, Laser Radial class boats, ambulances, and the completion of the refit of PS Zoroaster.


These contributions reflect India’s commitment to supporting Seychelles in addressing maritime threats such as illegal fishing, drug trafficking, piracy, and transnational crime. The agreements also advance hydrography cooperation and broader defence ties, aligning with the vision of a secure and prosperous Indian Ocean.


Development Assistance and Capacity Building Initiatives

India announced substantial development assistance programmes tailored to Seychelles’ priorities. These include the provision of essential supplies like rice and cement, alongside infrastructure and health-related support such as ambulances. Five new initiatives were launched, including a commemorative logo marking 50 years of diplomatic relations, the virtual groundbreaking of a Professional and Technical Education Centre, and Seychelles’ joining the Coalition for Disaster Resilient Infrastructure.


An umbrella Line of Credit worth approximately ₹1,250 crore further supports priority infrastructure projects, building on earlier understandings reached during President Herminie’s visit to India in February 2026.


Key Agreements Spanning Multiple Sectors

The two countries signed nine important MoUs and agreements that promise to deliver tangible benefits across diverse fields. These encompass cooperation in diplomatic training, the deployment of India’s UPI system for digital payments, supply of affordable generic medicines under the Jan Aushadhi Scheme, and joint agricultural research with a detailed work plan until 2031.


Other pacts focus on an extradition treaty to strengthen law enforcement collaboration, recognition of Indian seafarers’ certifications, space technology for peaceful purposes, and preliminary preparations for a new national hospital in Seychelles. These agreements underscore a forward-looking partnership that integrates digital transformation, health, education, and sustainable growth.


A Special Honour and Shared Vision

In a heartfelt gesture, President Herminie conferred upon Prime Minister Modi the prestigious ‘Guardian of the Blue Horizon’ title — Seychelles’ highest distinction honouring leadership in environmental conservation, climate resilience, and the Blue Economy. Modiji dedicated this honour to all nations striving against climate change and reaffirmed India’s support for Small Island Developing States.


Throughout the visit, Modiji emphasised that the Indian Ocean should become an “Ocean of Opportunity,” where security and prosperity go hand in hand. He also addressed the Seychelles National Assembly, the first Indian Prime Minister to do so, highlighting the deep people-to-people bonds, including the many Seychellois trained in India.

India’s growing partnership with Seychelles reflects a broader vision of strengthening trusted relationships across the Indian Ocean through development, security, and mutual respect. The wide-ranging agreements signed during Prime Minister Narendra Modi’s visit demonstrate that India’s engagement goes beyond diplomacy, focusing on practical cooperation in maritime security, healthcare, digital payments, agriculture, education, and infrastructure. The transfer of defence assets, financial assistance, and capacity-building initiatives further reinforces India’s commitment to supporting the development priorities of its maritime partners.


The visit also highlights India’s emergence as a dependable partner for Small Island Developing States by promoting sustainable growth, climate resilience, and technological collaboration. With initiatives spanning space cooperation, affordable healthcare, digital transformation, and regional security, both nations have laid the foundation for a long-term strategic partnership that contributes not only to their shared prosperity but also to peace, stability, and economic progress across the Indian Ocean Region.
