Prime Minister Narendra Modi’s three-day state visit to Seychelles from June 27 to 29, 2026, has opened a new chapter in the long-standing friendship between India and the island nation. At the heart of the visit stands a significant Memorandum of Understanding (MoU) to introduce India’s Unified Payments Interface (UPI) in Seychelles. This agreement promises to revolutionise digital payments in the country and deepen economic and technological cooperation between the two nations.
The visit, which coincides with Seychelles celebrating 50 years of independence and five decades of diplomatic relations with India, underscores the depth of bilateral partnership built on trust and shared aspirations.

Advancing Digital Payments Through UPI Collaboration
During official talks at the State House in Victoria, leaders from both countries witnessed the signing of the MoU between NPCI International Payments Ltd. and the Central Bank of Seychelles. Once implemented, expected by the end of 2026, UPI will enable seamless and secure digital transactions across the island nation.
Prime Minister Modi welcomed the development warmly. He highlighted how digital technology serves as an effective bridge across distances and expressed India’s readiness to share its proven expertise in Digital Public Infrastructure. This initiative will not only simplify financial transactions for locals and visitors but also promote greater financial inclusion and economic efficiency in Seychelles.
Expanding Cooperation Across Multiple Sectors
Beyond digital payments, the two countries exchanged several other agreements that span critical areas of mutual interest. These pacts cover capacity building, healthcare, agriculture, shipping, space cooperation, extradition, and maritime security. India also extended an umbrella Line of Credit of INR 1,250 crores to support Seychelles’ development priorities, along with humanitarian assistance including essential supplies and equipment.
The leaders discussed ways to make economic cooperation more resilient and future-oriented. They agreed to explore fresh opportunities for industries in both countries while working to enhance connectivity. Additional initiatives include cooperation on affordable medicines through Jan Aushadhi stores and preliminary preparations for a new national hospital in Seychelles.
These agreements reflect a comprehensive approach to partnership that addresses immediate needs while laying the foundation for long-term collaboration in emerging sectors such as clean energy and the blue economy.
A Historic Visit Marked by High Honour
Prime Minister Modi described his visit as occurring at a historic moment. He noted the remarkable journey of bilateral relations, where friendship has steadily grown into deep trust and meaningful cooperation that benefits the people of both nations.
In a moving ceremony, Seychelles President Dr. Patrick Herminie conferred the country’s highest distinction, the ‘Guardian of the Blue Horizon’ award, upon Prime Minister Modi. This prestigious honour recognises outstanding leadership in environmental conservation, sustainable development, and climate action. PM Modi dedicated the award to all nations and individuals striving to protect the environment and expressed deep gratitude for the recognition.
Strategic Significance in the Indian Ocean Region
The strengthened partnership holds importance for stability and prosperity in the Indian Ocean. It aligns with India’s broader vision of collective growth and security in the region, where the well-being of India and Seychelles remains closely linked. Seychelles’ participation in the Coalition for Disaster Resilient Infrastructure further amplifies joint efforts on climate resilience.
The MGMM Outlook
India’s landmark decision to introduce UPI in Seychelles marks another significant milestone in its growing role as a trusted development partner in the Indian Ocean. By sharing its successful Digital Public Infrastructure with a friendly nation, India is extending the benefits of secure, efficient, and inclusive digital payments beyond its borders. The agreement reflects a broader vision of technology-led cooperation that strengthens financial inclusion, promotes economic integration, and enhances convenience for citizens, businesses, and tourists alike. Coming at a time when both nations celebrate five decades of diplomatic relations, the initiative reinforces a partnership built on mutual trust, shared progress, and long-term collaboration.
The visit also demonstrates that India-Seychelles ties have evolved well beyond traditional diplomacy into a comprehensive strategic partnership spanning healthcare, agriculture, maritime security, space, capacity building, and sustainable development. The extension of a substantial Line of Credit, support for affordable healthcare, and collaboration in the blue economy and climate resilience underline India's commitment to the growth and stability of the region. Prime Minister Narendra Modi receiving Seychelles' highest civilian honour further reflects the deep respect and confidence shared between the two countries, highlighting a relationship that continues to deliver meaningful outcomes for regional prosperity and cooperation.
