India and Cyprus Forge a Strategic Partnership: A New Chapter in Bilateral Relations

In a significant diplomatic advancement, India and Cyprus have elevated their longstanding bilateral relationship to the level of a Strategic Partnership. This landmark decision was announced during the state visit of Cyprus President Nikos Christodoulides to India from May 20 to 23, 2026. Prime Minister Narendra Modi hosted the Cypriot leader at Hyderabad House for extensive discussions that covered a wide spectrum of mutual interests, reflecting the deepening trust and shared vision between the two democracies.


The upgrade comes on the heels of Prime Minister Modi’s historic visit to Cyprus in June 2025, which injected fresh momentum into the ties. Both nations, bound by common values of democracy, rule of law, and respect for sovereignty, are now poised to expand cooperation across security, economic, technological, and cultural domains.

Strengthening Security and Counter-Terrorism Cooperation

A cornerstone of the new strategic framework is the establishment of a dedicated Joint Working Group on Counter-Terrorism. The two countries have committed to enhanced collaboration in combating radicalisation, cross-border terrorism, and hybrid threats. Both leaders unequivocally condemned terrorism in all its forms and expressed a firm resolve to strengthen intelligence sharing and maritime security cooperation.


In the defence sphere, the partnership envisages greater engagement in cyber security, maritime domain awareness, and potential joint naval exercises. Discussions also focused on developing a comprehensive defence roadmap that would provide strategic direction to military-to-military ties in the coming years.


Advancing Economic Ties and Connectivity

Economic cooperation received special attention during the summit. Cyprus, already among India’s top ten investors with investments nearly doubling in the last decade, is set to play a more prominent role in India’s growth story. The leaders explored opportunities in infrastructure, shipping, fintech, renewable energy, and the blue economy. A joint task force was launched specifically to promote collaboration in infrastructure development and shipping sectors, leveraging Cyprus’s strategic location as a maritime hub.


Plans are also underway to establish a Cyprus Trade Centre in Mumbai and strengthen financial connectivity, including links with India’s GIFT City. As Cyprus prepares to assume the EU Council Presidency, both sides see immense potential in using this partnership to deepen India-EU engagement and support initiatives such as the India-Middle East-Europe Economic Corridor.


Deepening People-to-People and Cultural Links

The summit yielded several agreements aimed at fostering closer people-to-people connections. MoUs were signed in the fields of higher education, culture, and diplomatic training to promote academic exchanges, research collaboration, and cultural understanding. A migration and mobility partnership along with a social security agreement are expected to further facilitate movement and welfare of professionals and students between the two countries.


Indian professionals and students in Cyprus are already contributing positively to bilateral relations, and the new pacts aim to build on this foundation.


Leaders’ Vision for the Future

Prime Minister Narendra Modi described the relationship as one that has stood the test of time and is now being infused with new ambition. He highlighted Cyprus’s role as a bridge to Europe and expressed confidence that the strategic partnership would open new avenues for mutual prosperity.


President Nikos Christodoulides echoed this sentiment, noting that bilateral ties have entered a dynamic new phase. He expressed gratitude for India’s consistent support on the Cyprus issue and reaffirmed Cyprus’s backing for India’s aspiration for a permanent seat in a reformed United Nations Security Council. Both leaders agreed to prepare a comprehensive Joint Action Plan for 2025–2029 to guide future cooperation.

The agreements signed during this visit indicate a practical and forward-looking agenda, signaling that India and Cyprus are not only strengthening diplomatic ties but also shaping a modern partnership designed to deliver long-term benefits for both nations.
