Assam has taken a major step in expanding its power infrastructure with the foundation stone being laid for a 3,200 MW ultra-supercritical thermal power plant at Chapar in Dhubri district. Assam Chief Minister Himanta Biswa Sarma laid the foundation stone on September 20, 2026, for the project being developed by Adani Power Limited. With an estimated investment of ₹48,000 crore, the project is expected to become one of the largest power-generation facilities in Northeast India.

The project will comprise four units of 800 MW each and is scheduled to be commissioned in phases beginning in December 2030. Once operational, the plant is expected to add substantially to Assam’s electricity-generation capacity and provide power for household, commercial and industrial requirements.

Advanced Technology and Greater Energy Capacity

The Chapar plant will use ultra-supercritical technology, incorporating high-efficiency systems and modern environmental safeguards. Such technology operates at higher temperatures and pressures than conventional subcritical plants, allowing more efficient electricity generation from the fuel used.

The addition of 3,200 MW of generation capacity is also significant for Assam’s broader industrial ambitions. A stronger power base can support the electricity requirements of manufacturing, businesses and other large-scale economic activities as the state expands its industrial and infrastructure ecosystem. India Today Northeast reported that the project is intended to strengthen in-state power generation and reduce dependence on electricity sourced from outside Assam.

Employment and Opportunities for Local Businesses

Employment generation is expected to be a major component of the project. According to Adani Power, construction of the plant could create up to 20,000 jobs, while approximately 5,000 jobs are expected once the facility becomes operational. The project is also expected to create opportunities for local contractors, suppliers, transport operators and service providers.

The wider economic impact could extend beyond direct employment. Increased construction activity and the eventual operation of the plant can generate demand for supporting businesses and services, while increased economic activity could contribute to state revenues through taxes and other economic channels.

Part of a Larger ₹63,000 Crore Energy Investment

The Chapar project is part of a broader ₹63,000 crore energy investment programme associated with the Adani Group in Assam. Alongside the ₹48,000 crore thermal power project, Adani Green Energy has planned approximately ₹15,000 crore investment in two pumped-storage projects with a combined capacity of 2,700 MW. Adani Energy Solutions is also involved in smart-metering projects aimed at supporting modernisation of Assam’s electricity distribution infrastructure.

The larger investment programme indicates that Assam’s energy development is moving beyond conventional generation and includes energy-storage and distribution infrastructure. Together, these projects are expected to contribute to the state’s long-term electricity and infrastructure requirements.

Building Assam’s Emerging Energy and Industrial Ecosystem

The Chapar project is also connected to the investment momentum generated through the Advantage Assam 2.0 initiative. Chief Minister Himanta Biswa Sarma has described the project as one of the largest single investments in the state and highlighted the potential for increased economic activity and opportunities for local industries and enterprises.

For Assam, the significance of the project therefore extends beyond the construction of a power plant. Reliable electricity infrastructure can provide an important foundation for industries seeking to establish or expand operations in the state, while the associated investment can strengthen the network of businesses and services surrounding the energy sector.

The MGMM Outlook

The ₹48,000 crore, 3,200 MW Adani Power project in Chapar, Assam, marks a significant development in the state’s energy and infrastructure landscape. With four 800 MW units, ultra-supercritical technology and commissioning planned in phases from December 2030, the project is expected to strengthen electricity generation capacity and support the growing requirements of households, industries and businesses. The potential creation of up to 20,000 jobs during construction and around 5,000 operational jobs could also generate opportunities for local businesses, contractors, suppliers and service providers.

The project is part of a wider ₹63,000 crore energy investment programme in Assam, including pumped-storage projects and electricity distribution modernisation. Together, these investments can contribute to a broader energy ecosystem while supporting industrial expansion and long-term economic activity in the state. With reliable power infrastructure becoming increasingly important for manufacturing and investment, the Chapar project could serve as an important foundation for Assam’s future industrial and infrastructure growth.
