Prime Minister Narendra Modi is set to visit Gujarat on 20 September 2025 to participate in the grand “Samudra se Samriddhi” event in Bhavnagar. During this visit, he will inaugurate and lay the foundation stone for projects exceeding ₹34,200 crore, a major step towards strengthening India’s maritime, industrial, and renewable energy infrastructure. The initiative highlights the government’s vision of turning India’s vast coastline into a hub of trade, logistics, and sustainable growth.
A significant portion of the investment, around ₹7,870 crore, is earmarked for maritime projects, including the inauguration of the Mumbai International Cruise Terminal, expansion works at Paradip Port, and new infrastructure at Syama Prasad Mookerjee Port in Kolkata. The launch of the Tuna Tekra Multi-Cargo Terminal and upgrades at Ennore, Chennai, Car Nicobar, and Kandla ports demonstrate a nationwide approach to port modernization. These projects are expected to improve cargo handling efficiency, boost exports, and strengthen India’s position in the global maritime sector.

Gujarat at the Center of Transformation
Beyond maritime infrastructure, Gujarat will receive investments worth over ₹26,000 crore, covering energy, industrial, health, and transportation projects. The HPLNG Regasification Terminal at Chhara Port and an Acrylics & Oxo Alcohol Project at the Gujarat IOCL Refinery represent significant strides in industrial development. Renewable energy projects such as the 600 MW Green Shoe Initiative, the PM-KUSUM solar feeder program, and the Badeli Solar PV Project highlight the government’s focus on green growth.
One of the most symbolic announcements is the complete solarization of Dhordo village in Kutch, making it Gujarat’s fourth fully solar-powered village. This initiative reflects the broader aim of creating model villages that blend sustainability with modern infrastructure, aligning with India’s climate commitments. Alongside, healthcare and road infrastructure projects in Bhavnagar and Jamnagar will further strengthen the state’s development roadmap.
Aerial Survey of Dholera and Maritime Heritage Complex
The Prime Minister’s schedule also includes an aerial survey of the Dholera Special Investment Region (DSIR), a futuristic industrial city envisioned as a global investment hub. With state-of-the-art infrastructure, renewable energy integration, and smart city planning, Dholera is seen as a cornerstone in India’s ambition to attract multinational industries and reduce dependence on traditional urban centers.
Another highlight of the visit will be the review of progress at the National Maritime Heritage Complex (NMHC) at Lothal, a project with an estimated cost of ₹4,500 crore. Being developed under the Sagarmala programme, the NMHC aims to showcase India’s maritime history, from the Harappan civilization to modern times. Spread across 375 acres, it will feature immersive museums, cultural exhibitions, and tourism facilities. Once completed, it is expected to attract nearly 25,000 visitors daily and generate thousands of jobs, making it not just a cultural landmark but also an economic driver.
Strategic Importance of the Initiatives
The projects being launched under “Samudra se Samriddhi” are not isolated developments but part of a larger strategy to integrate maritime growth with industrial and cultural revival. By modernizing ports, India seeks to become a stronger player in global trade routes. At the same time, investments in solar energy, LNG, and bio-methanol reflect the government’s emphasis on sustainable development and energy independence.
The simultaneous push for heritage conservation through the NMHC illustrates the balance between economic progress and cultural pride. It positions Gujarat not just as an industrial hub but also as a center for heritage tourism, education, and global maritime history. Together, these initiatives reinforce the government’s long-term strategy of decentralizing growth, uplifting coastal regions, and creating opportunities in both traditional and modern sectors.
The MGMM Outlook
Prime Minister Narendra Modi’s upcoming visit to Gujarat for the “Samudra se Samriddhi” event marks a landmark moment in India’s development journey. With projects worth over ₹34,200 crore, the initiative highlights a holistic approach to infrastructure, maritime growth, and renewable energy. The modernization of ports across the country, from Kandla to Kolkata, and the unveiling of facilities like the Mumbai International Cruise Terminal, reflect India’s rising stature in global trade. At the same time, Gujarat emerges as the epicenter of transformation with over ₹26,000 crore in investments dedicated to industrial expansion, green energy, healthcare, and transport. From the HPLNG Regasification Terminal to the Badeli Solar PV Project and the complete solarization of Dhordo village, the focus is clearly on building sustainable and future-ready infrastructure.
Beyond ports and industry, the visit underscores India’s commitment to long-term growth through strategic projects like the Dholera Special Investment Region, envisioned as a futuristic smart city, and the National Maritime Heritage Complex at Lothal, which will showcase India’s rich seafaring legacy. By blending economic progress with cultural revival, and by promoting renewable energy alongside heavy industry, the initiatives represent a balanced model of development. Gujarat stands at the forefront of this mission, not only as a hub for trade and investment but also as a beacon of heritage and sustainability, embodying the government’s vision of a stronger, greener, and globally influential India.
