PM Modi’s Historic Visit to Argentina: A New Chapter in Bilateral Relations

In a landmark moment for India–Argentina relations, Prime Minister Narendra Modi paid a historic two-day visit to Argentina, becoming the first Indian Prime Minister in 57 years to undertake a standalone bilateral trip to the South American nation. The visit, filled with symbolic gestures and substantive discussions, marked a turning point in strategic, economic, and technological cooperation between the two nations.

Prime Minister Modi was warmly received at Buenos Aires' Ezeiza International Airport, where President Javier Milei greeted him with a heartfelt embrace. The leaders later appeared on the balcony of the historic Casa Rosada—the Argentine presidential palace—waving to a cheering crowd, including members of the Indian diaspora chanting patriotic slogans. Modi’s visit began with a floral tribute at the San Martín Memorial, an important national symbol of Argentina's fight for independence, echoing India’s own reverence for its freedom fighters.


Strengthening Strategic and Defence Ties

At the heart of the bilateral discussions was a strong push to expand the existing Strategic Partnership that was established in 2019. Both leaders acknowledged the growing importance of strategic collaboration in today’s complex geopolitical environment and agreed to deepen cooperation in defence. Discussions included future possibilities for joint development, technology sharing, and greater alignment in global security dialogues.


From Oil to Opportunity: Evolving Trade Relations

Trade featured prominently in the talks. While Argentina’s exports to India are currently dominated by edible oils—primarily soybean and sunflower oil—both countries expressed a clear desire to diversify this trade basket. With bilateral trade touching over USD 6.4 billion in recent years, the leaders resolved to explore newer sectors such as information technology, sports, education, and renewable energy. Modi emphasized that the true potential of India–Argentina trade remains untapped and must evolve beyond traditional commodities.


Agricultural Partnerships and Mercosur Aspirations

Agriculture continues to be a natural bridge between the two economies. Prime Minister Modi proposed forming a joint working group to explore opportunities in agricultural innovation, technology exchange, and food security. He also reiterated India’s interest in strengthening its engagement with the Mercosur trading bloc, of which Argentina is a key member. India has been pushing for the expansion of its Preferential Trade Agreement with Mercosur to include a wider array of goods, including maize and soymeal, which could benefit both producers and consumers in both nations.


Energy and Critical Minerals: A New Axis of Cooperation

A major focus of the visit was energy security and access to critical minerals. Argentina possesses the world’s second-largest shale gas and fourth-largest shale oil reserves. It also holds abundant lithium, copper, and rare earth elements—resources vital for India’s renewable energy and electric vehicle sectors. Discussions between the leaders built on the framework agreement signed in 2022, under which India has already secured lithium concessions through its state-run enterprise, KABIL. This collaboration is expected to grow into a long-term strategic alliance in the clean energy space.


Healthcare, Pharma, and Regulatory Access

India’s growing pharmaceutical sector also found a place in the dialogue. Prime Minister Modi called on Argentina to ease regulatory barriers that currently hinder Indian pharmaceutical products. He proposed a shift from the current “Annex II” to “Annex I” categorization in Argentina’s regulatory framework, which would allow faster approvals and easier access for Indian generics and life-saving medicines. Modi emphasized that this move would not only benefit Indian manufacturers but also enhance healthcare affordability for Argentine citizens.


Space, Technology, and Digital Infrastructure

Space cooperation was another key area of mutual interest. Argentina and India have previously collaborated in this domain, with ISRO having launched Argentine satellites in the past. During this visit, both leaders discussed expanding this cooperation further, particularly in satellite technology, training, and joint missions. Additionally, Modi offered Argentina support in developing digital public infrastructure (DPI), modeled on India’s Aadhaar and UPI systems, to empower governance and financial inclusion.


The Larger Context: Latin America and the Global South

PM Modi’s visit to Argentina is part of a broader effort to strengthen India’s ties with Latin America, especially as the region emerges as a critical player in global supply chains, climate policy, and digital governance. Argentina’s natural resources, educated population, and growing economy make it a key partner for India’s expanding global ambitions.
