Prime Minister Narendra Modi on Wednesday marked the first anniversary of the tragic Pahalgam terror attack by remembering the 26 innocent lives lost and extending his deepest condolences to their families. In a moving message shared on X, the Prime Minister stated, “Remembering the innocent lives lost in the gruesome Pahalgam terror attack on this day last year. They will never be forgotten. My thoughts are also with the bereaved families as they cope with this loss.”


He further reaffirmed the nation’s collective strength, declaring, “As a nation, we stand united in grief and resolve. India will never bow to any form of terror. The heinous designs of terrorists will never succeed.” The statement resonated widely, underscoring India’s unwavering commitment to peace and security while honouring the memory of those who perished.

The Tragic Incident in Baisaran Valley

On April 22, 2025, terrorists carried out a brutal assault in the scenic Baisaran meadows of Pahalgam, Jammu and Kashmir — a popular tourist destination known for its breathtaking natural beauty. The attack claimed the lives of 25 tourists visiting from different parts of the country and one local resident, Syed Adil Hussain Shah, a pony operator who courageously tried to protect the visitors. Several others sustained injuries in the incident, which sent shockwaves across the nation and highlighted the persistent challenge of terrorism in the region.


The victims represented the diversity of India, and their loss was deeply felt by people from all walks of life. The attack occurred in a peaceful tourist spot that had only recently been opened to visitors, turning a day of leisure into one of profound sorrow.


National Response and Actions Taken

In the immediate aftermath, the entire country came together in grief and solidarity. The government and security forces responded with determination to ensure justice and prevent future threats. Security agencies launched thorough investigations, while coordinated operations were conducted to neutralise those responsible.


Notably, security forces successfully eliminated three terrorists linked to the attack during a joint operation in the Harwan forests near Srinagar in July 2025. These efforts reflected the commitment of India’s armed forces and intelligence agencies to safeguarding national security and bringing perpetrators to justice.


Investigation and Legal Proceedings

The National Investigation Agency (NIA) took charge of the probe shortly after the incident and conducted a detailed eight-month investigation. In December 2025, the agency filed a comprehensive chargesheet before a special court in Jammu, naming Pakistan-based terror outfits Lashkar-e-Taiba (LeT) and its proxy The Resistance Front (TRF), along with other accused individuals, including a cross-border handler.


The chargesheet, spanning nearly 1,600 pages, outlined the planning, facilitation, and execution of the attack, providing evidence of cross-border linkages. This legal step demonstrated India’s resolve to pursue accountability through a structured and transparent process while continuing further investigations as needed.


A Lasting Memorial in Pahalgam

To eternally honour the memory of the 26 victims, authorities have established a dignified black marble memorial along the banks of the Lidder River in Pahalgam, close to the Baisaran meadows. Engraved with the names of all those who lost their lives, the structure — often referred to as a tribute to the martyrs — stands as a serene and poignant reminder of the tragedy.


On the occasion of the first anniversary, enhanced security measures were put in place across Pahalgam and surrounding areas to facilitate peaceful commemorations. The memorial has become a place where visitors and locals pause to reflect, pay respects, and reaffirm the shared value of peace and harmony.
