New PMO, New Priorities: Welfare Push for Farmers, Women, and Youth

Prime Minister Narendra Modi began work from the newly inaugurated Prime Minister’s Office complex, Seva Teerth, by approving a series of major welfare and development initiatives aimed at strengthening support for farmers, empowering women, encouraging youth entrepreneurship, and improving social security systems. The first decisions taken from the new administrative hub reflected a governance approach focused on inclusive growth, citizen welfare, and economic opportunity across sectors. The new complex itself represents an effort to modernise administrative infrastructure and improve coordination among key government institutions by bringing multiple offices under one roof.

PM RAHAT Scheme: Strengthening Emergency Healthcare Access

One of the most significant initiatives approved was the PM RAHAT scheme, which provides cashless emergency medical treatment of up to ₹1.5 lakh for road accident victims. The objective is to ensure that accident victims receive immediate care during the critical golden hour without financial barriers delaying treatment. India records a high number of road accidents annually, and delays in accessing emergency healthcare often lead to preventable fatalities. By removing upfront payment requirements, the scheme is expected to save lives and reduce the financial burden on affected families.


Expanding Lakhpati Didi: A Major Push for Women’s Empowerment

Women’s financial empowerment received a substantial boost with the expansion of the Lakhpati Didi initiative. The government doubled the target from 3 crore to 6 crore women beneficiaries by March 2029. The programme focuses on helping women associated with self-help groups achieve sustainable annual incomes of at least ₹1 lakh through skill development, entrepreneurship, agriculture, and allied activities. The expansion reflects a broader policy direction aimed at strengthening rural economies while promoting women-led development, which has been a central theme of recent welfare policies.


Agriculture Infrastructure Fund: Modernising the Rural Economy

Farmers also received a major policy push through the expansion of the Agriculture Infrastructure Fund from ₹1 lakh crore to ₹2 lakh crore. The fund supports the creation of post-harvest infrastructure such as cold storage facilities, warehouses, logistics hubs, and food processing units. Strengthening these systems is expected to reduce crop wastage, improve supply chains, and enable farmers to secure better market prices. The move aligns with long-term efforts to modernise Indian agriculture and increase rural incomes through improved infrastructure and technology adoption.


Startup India Fund of Funds 2.0: Opportunities for Youth and Innovation

Youth and entrepreneurship were another key focus area with the approval of the Startup India Fund of Funds 2.0, which has a corpus of ₹10,000 crore. The initiative aims to provide capital support to early-stage startups, particularly in emerging sectors such as deep technology, advanced manufacturing, and innovation-driven industries. India’s startup ecosystem has grown rapidly in recent years, and increased funding support is expected to generate employment opportunities, promote innovation, and strengthen the country’s position in the global technology landscape.

The combination of healthcare support, women’s economic empowerment, agricultural infrastructure investment, and startup funding demonstrates a multi-sectoral approach to governance.
