India has urged the United Nations human rights office to clarify when it will publish a report assessing Pakistan’s response to human rights concerns in Pakistan-occupied Kashmir (PoK). The demand follows reports of deaths during protests, restrictions on internet access and the detention of protest leaders. India has also questioned the consistency of international human rights monitoring, stressing that allegations of violations should receive impartial attention regardless of where they occur.

The issue was raised on October 14, 2026, during an interactive dialogue with the UN High Commissioner for Human Rights at the 81st session of the United Nations General Assembly’s Third Committee. Anuj Swarup, First Secretary at India’s Permanent Mission to the United Nations, highlighted the need for clarity on the action taken by Pakistani authorities following concerns raised by the Office of the UN High Commissioner for Human Rights (OHCHR).

UN Expresses Concern Over Violence and Restrictions

The situation in Pakistan-administered Kashmir drew international attention following protests linked to local grievances and demands for political and economic reforms. In July 2026, UN High Commissioner for Human Rights Volker Türk called for calm and urged authorities to ensure prompt, thorough and impartial investigations into deaths reported during the unrest.

The OHCHR also raised concerns about the detention of leaders associated with the Joint Awami Action Committee (JAAC), access to legal representation, and restrictions on internet connectivity. It called on the authorities to uphold due process, protect fundamental freedoms and pursue meaningful dialogue with the local population.

These concerns have intensified calls for transparency regarding the handling of the unrest. India’s demand for a report seeks clarity on whether the concerns raised by the UN have been adequately addressed and what further steps may be required to protect the rights of people living in the region.

India Questions Selective Human Rights Scrutiny

During the UN dialogue, India questioned whether international human rights concerns were receiving consistent attention across different regions. New Delhi emphasised that international institutions must apply the same standards when examining allegations of violence, restrictions on civil liberties and the treatment of detained individuals.

India also reiterated its constitutional position on Jammu and Kashmir and Ladakh, describing both as integral parts of the country. It highlighted the importance of fundamental rights, democratic institutions and access to judicial remedies. India reaffirmed its willingness to engage constructively with the OHCHR while stressing the need for impartiality, transparency and mutual trust in international human rights discussions.

Internet Restrictions Add to Concerns

Prolonged internet restrictions have further complicated the situation in Pakistan-occupied Kashmir, affecting communication, education and commercial activities. Rights organisations have raised concerns about the impact of these restrictions on freedom of expression and access to information.

Independent investigations and transparent reporting are particularly important in such circumstances, as they can help establish the facts surrounding reported deaths and arrests. A clear assessment of Pakistan’s response would also help determine whether the concerns identified by the UN have been addressed and what additional measures may be necessary.

The MGMM Outlook

India’s demand for clarity from the United Nations human rights office over Pakistan’s response to reported human rights concerns in Pakistan-occupied Kashmir highlights the importance of transparency and accountability in international affairs. During the 81st session of the UN General Assembly’s Third Committee, India called for information on the action taken following reports of deaths during protests, detention of protest leaders and internet restrictions. By raising these concerns, India has emphasised that human rights issues deserve consistent and impartial scrutiny, irrespective of the region involved, while reiterating its position on Jammu and Kashmir and Ladakh as integral parts of the country.

The matter also underlines the need for credible investigations, protection of fundamental freedoms and meaningful engagement with affected communities. The United Nations must ensure that concerns raised about violence, due process and restrictions on communication receive appropriate follow-up, supported by transparent reporting and clear assessments of the actions taken by the authorities concerned. Consistent application of human rights standards is essential to maintaining the credibility of international institutions, and a detailed assessment of Pakistan’s response would help establish whether the concerns raised have been adequately addressed and what further steps are necessary.
