India’s Bold Leap in Defence Manufacturing: Private Sector Opens New Frontiers in Missile Production

In a transformative step towards enhancing self-reliance in defence, the Indian government is preparing to open the strategic missile sector to private Indian companies. This policy shift represents one of the most significant reforms in the country’s defence industrial ecosystem, traditionally dominated by public sector undertakings. The move aims to scale up production, foster innovation, and meet both domestic requirements and growing international interest.

Driving Factors Behind the Policy Shift

Rising demand from the Indian Armed Forces and friendly foreign nations has highlighted the need for expanded manufacturing capacity. State-owned Bharat Dynamics Ltd (BDL), while playing a pivotal role, faces constraints in fulfilling all orders. The interest shown by countries such as Indonesia in the DRDO-developed Astra missile has further underscored the export potential of indigenous systems.


This development builds on earlier liberalisation efforts in other defence segments, including aircraft, drones, artillery, and naval platforms. Opening the missile sector is expected to create a more robust, competitive, and resilient industrial base capable of supporting long-term national security needs.


Astra Mark 2: Pioneering Private Sector Participation

The Defence Ministry is set to issue a Request for Proposal (RFP) inviting private firms to manufacture the Astra Mark 2 beyond-visual-range (BVR) air-to-air missile. Major industrial groups, including the Tata Group, Adani Defence, Mahindra Group, Bharat Forge, and ICOMM, are anticipated to participate actively in the bidding process.


Developed indigenously by the Defence Research and Development Organisation (DRDO), the Astra Mark 2 boasts an impressive operational range of approximately 180-200 kilometres, with advanced propulsion systems that enhance its effectiveness. Designed to strengthen aerial combat capabilities, it is slated for integration with frontline fighter aircraft such as the Tejas Mk-1A, MiG-29, Su-30MKI, and Rafale Marine variants. This programme is viewed as a key step in reducing dependence on imported systems while boosting overall air power.


Pralay Missile and the Vision for Integrated Rocket Forces

The Pralay tactical ballistic missile is likely to be among the next systems opened for private sector involvement in both development and production. This quasi-ballistic weapon, capable of striking targets at ranges up to 500 kilometres at speeds approaching Mach 6, has successfully completed user evaluation trials and forms a vital component of India’s emerging integrated rocket forces architecture.


Private participation is expected to significantly scale up production capacities. Efforts are underway to increase annual output substantially through collaborative models involving public and private entities. This expansion supports broader strategic goals, including the strengthening of conventional deterrence capabilities and the creation of a dedicated rocket force structure.


Broader Impact on Defence Industry and National Security

The inclusion of private players under frameworks such as the Development-cum-Production Partner (DcPP) model allows companies to engage from the early design stages through to full-scale manufacturing. This collaborative approach is anticipated to accelerate development timelines, enhance technological innovation, and build a more diversified supply chain resilient to disruptions.


Several private firms have already begun investing in dedicated facilities, including advanced integration and propellant production units. Micro, Small, and Medium Enterprises (MSMEs) are also playing an increasingly important role in supplying critical components, further deepening indigenous capabilities across the ecosystem.

India's decision to open missile manufacturing to private Indian companies marks a significant milestone in strengthening the country's defence ecosystem and advancing the vision of Aatmanirbhar Bharat. By allowing leading domestic firms to participate in the production of advanced missile systems such as the Astra Mark 2 and, potentially, the Pralay missile, India is moving towards a more competitive and technologically advanced defence industry. Expanding manufacturing capacity through public-private collaboration will not only help meet the growing requirements of the armed forces but also enhance India's ability to supply indigenous defence systems to friendly nations, reinforcing its position as a reliable global defence partner.


The reform also reflects a long-term strategy to build a resilient defence manufacturing base driven by innovation, private investment, and indigenous research. Greater participation of Indian industries, supported by DRDO and complemented by MSMEs across the supply chain, is expected to accelerate technological development while reducing dependence on foreign imports. As defence production scales up, the initiative has the potential to strengthen national security, generate high-value employment, boost exports, and establish India as a leading force in advanced missile technology and defence manufacturing.
