India Backs P4M Initiative to Strengthen Multilateralism and Global Peace
India has joined Australia, Barbados, Brazil, Canada, Kenya and the European Union in launching the Partners for Multilateralism (P4M) initiative on the sidelines of the 81st United Nations General Assembly in New York. The new platform seeks to strengthen international cooperation, uphold international law and support reforms that can make global institutions more representative, effective and responsive to present-day challenges.
The initiative comes at a time of increasing geopolitical tensions, conflicts, economic uncertainty and disruptions to global trade and supply chains. In their joint declaration, the participating countries expressed concern over growing polarisation, protectionism, coercion and the increasing use of power politics, while stressing that international cooperation remains essential for maintaining peace, stability and prosperity.
India Emphasises Reformed Multilateralism
India's participation reflects its continued emphasis on strengthening and reforming the existing multilateral system. External Affairs Minister S. Jaishankar has called for greater cooperation and more effective international frameworks to address challenges that increasingly cross national borders.
Speaking during the UN General Assembly engagements, Jaishankar highlighted what he described as the “4F” challenge of food, fuel, fertilisers and finance. He also stressed the importance of diversifying global supply chains and creating safeguards against disruptions that can affect economies and essential commodities.
The P4M declaration similarly calls for fair, open and resilient economic cooperation. It supports stronger global supply chains, reforms to the international trading system and improvements to the international financial architecture, alongside greater coordination on digital transformation, artificial intelligence, climate change and global health.
Focus on UN Reform and International Law
A major component of the initiative is the reform of multilateral institutions, particularly the United Nations. The participating countries said the UN-based system remains important but needs to evolve to reflect a world that has become more interconnected, complex and multipolar.
The declaration calls for institutions that are more effective, representative, inclusive and fit for purpose. It also supports efforts such as the UN80 initiative to strengthen the UN's ability to prevent conflicts, respond to crises, promote sustainable development and address emerging global challenges.
The P4M members have also reaffirmed fundamental principles of international law, including sovereign equality, territorial integrity and the peaceful settlement of disputes. They stressed the importance of international humanitarian law and the protection of human rights and fundamental freedoms.
Cooperation Beyond Traditional Security Issues
The P4M agenda extends beyond diplomacy and traditional security concerns. Climate change, biodiversity, pollution, artificial intelligence, digital transformation, global health and sustainable development have all been identified as areas where stronger international coordination is required.
The participating countries have also emphasised the importance of practical cooperation between nations and regional organisations. Rather than creating another exclusive international bloc, P4M has been presented as an open and flexible framework through which countries from different regions and political backgrounds can cooperate on shared challenges.
India's Growing Role in Global Multilateral Engagement
India's involvement in the initiative provides another platform for New Delhi to contribute to discussions on the future of global governance. The country's participation alongside partners from Europe, Africa, Asia, the Americas and the Indo-Pacific also gives the initiative a geographically diverse character.
The P4M framework places particular emphasis on cooperation rather than fragmentation, with its founding participants arguing that international institutions need to adapt to changing global realities while retaining the principles of the UN Charter. European Council President António Costa said after the summit that the participating countries share the view that major global challenges cannot be addressed by individual countries acting alone.
