India and United States Forge Landmark Partnership on Critical Minerals and Rare Earths

In a notable development strengthening bilateral ties, India and the United States signed a comprehensive framework agreement on critical minerals and rare earths during the Quad Foreign Ministers’ Meeting in New Delhi. External Affairs Minister Dr. S. Jaishankar and US Secretary of State Marco Rubio formalised the pact, which aims to build resilient and diversified supply chains for these essential resources.

Strategic Significance of the Agreement
The Framework for Securing Supply in the Mining and Processing of Critical Minerals and Rare Earths represents a significant step in deepening cooperation across the full value chain. This includes exploration, mining, processing, recycling, and joint investments in related projects. Critical minerals such as lithium, cobalt, nickel, and rare earth elements are indispensable for electric vehicles, renewable energy technologies, semiconductors, defence systems, and advanced manufacturing.
Both sides recognise the importance of reducing vulnerabilities in global supply chains. External Affairs Minister Jaishankar described the agreement as “very timely and critical,” highlighting its potential to strengthen diversified supply chains, facilitate project financing, and promote effective resource management. US Secretary of State Marco Rubio emphasised the shared strategic interests of the two nations in ensuring reliable long-term access to these materials, noting that innovation-driven economies cannot depend on concentrated sources that may create risks during periods of global tension.
Alignment with Quad Initiatives
The bilateral framework complements broader multilateral efforts within the Quad grouping, which includes India, the United States, Australia, and Japan. During the meeting, the Quad partners launched the Quad Critical Minerals Initiative, aimed at coordinating investments, leveraging policy tools, and enhancing collaboration in mining, processing, and recycling. This initiative seeks to mobilise substantial resources — potentially up to $20 billion — to develop secure and resilient supply chains across the Indo-Pacific region.
The Quad Foreign Ministers also advanced other practical initiatives, including cooperation on maritime security, energy infrastructure, and port development, demonstrating a focus on tangible outcomes that support regional stability and economic resilience.
Building on Earlier Efforts
This new agreement builds upon ongoing bilateral and multilateral engagements. Earlier in 2026, India participated in the US-hosted Critical Minerals Ministerial and joined the Pax Silica initiative, a partnership focused on securing supply chains for technologies critical to artificial intelligence and advanced computing. India has also pursued similar cooperation with other partners, including a memorandum of understanding with Brazil on critical minerals and rare earths signed earlier this year.
These steps reflect India’s proactive approach to diversifying its resource partnerships and enhancing domestic capabilities in processing and value addition. For the United States, the partnership supports efforts to strengthen trusted supply networks with key allies and partners.
