India and Italy Forge a New Chapter: Ties Elevated to Special Strategic Partnership

In a landmark development, Prime Minister Narendra Modi and Italian Prime Minister Giorgia Meloni have elevated bilateral relations between India and Italy to a Special Strategic Partnership. The announcement was made during a joint press conference in Rome on May 20, 2026, marking the culmination of Prime Minister Modi’s five-nation tour. Both leaders described the two ancient civilisations as “closer than ever,” setting the stage for deeper collaboration in defence, innovation, trade, security, and cultural exchanges.


This upgrade reflects the growing convergence between the world’s largest democracy and a key European partner amid evolving global challenges. It builds upon the foundation laid by the India-Italy Joint Strategic Action Plan 2025-2029, adopted during the G20 Summit in Rio de Janeiro in November 2024, which serves as a practical and forward-looking roadmap for bilateral engagement.

Strengthening Defence and Security Cooperation

A major highlight of the summit was the adoption of a comprehensive Defence Industrial Roadmap. This initiative paves the way for enhanced co-development, co-production, and technological partnerships in critical areas such as helicopters, naval platforms, marine armament, and electronic warfare. The two sides also welcomed increased ministerial exchanges, service-to-service interactions, and port visits, underscoring their shared commitment to maritime security and freedom of navigation in the Indo-Pacific.


In the realm of counter-terrorism, India and Italy launched a joint initiative to combat terror financing. The leaders strongly condemned terrorism in all its forms and agreed to deepen intelligence sharing and disrupt financial networks supporting terrorist activities. An MoU was signed between Italy’s Guardia di Finanza and India’s Directorate of Enforcement to strengthen cooperation against money laundering, tax crimes, and terror financing.


Boosting Innovation, Trade, and Economic Ties

The leaders announced the establishment of an India-Italy Innovation Centre to foster collaboration in emerging technologies, artificial intelligence, critical minerals, space, and clean energy. This hub aims to connect startups, research institutions, and industries from both nations, promoting joint research and market access.


Bilateral trade, which stood at approximately €14 billion recently, received a significant push with both countries setting an ambitious target of €20 billion by 2029. Over 400 Italian companies are already contributing to India’s growth story, and further investments are expected in sectors ranging from manufacturing and design to logistics and the blue economy. The discussions also highlighted the potential of the India-Middle East-Europe Economic Corridor (IMEC) to enhance connectivity and trade routes.


Cultural Bonds and People-to-People Ties

Prime Minister Modi drew poignant parallels between Rome, the Eternal City, and his parliamentary constituency of Kashi (Varanasi), emphasising the deep civilisational links between the two nations. The leaders agreed to jointly celebrate 2027 as the Year of Culture and Tourism, aiming to boost people-to-people exchanges.


Italy is home to a vibrant Indian diaspora, one of the largest in the European Union, with significant contributions in various fields. The existing Migration and Mobility Agreement continues to facilitate student exchanges, with thousands of Indian students pursuing education in Italian universities.


The visit also featured warm personal moments, including Prime Minister Modi gifting a pack of Melody chocolates to Prime Minister Meloni, a gesture that captured public attention and symbolised the friendly rapport between the two leaders.


A Promising Future

The elevation of India-Italy relations to a Special Strategic Partnership marks a new era of mutual trust and collaboration. By focusing on shared priorities such as defence modernisation, technological innovation, economic growth, and global security, both nations are poised to unlock greater potential for their peoples and contribute positively to regional and international stability.
