India and China Strengthen Multilateral Cooperation Through First Bilateral SCO Consultations in New Delhi

India and China successfully concluded their first dedicated bilateral consultations on Shanghai Cooperation Organisation (SCO) matters in the national capital on April 16-17. This important diplomatic engagement highlights the growing emphasis both nations are placing on coordinated efforts within multilateral frameworks to promote regional peace, security, and shared prosperity.

The consultations were led by India's SCO National Coordinator, Ambassador Alok A. Dimri, and China's National Coordinator, Ambassador Yan Wenbin. Senior officials from both sides engaged in productive discussions on the implementation of decisions taken by SCO leaders and explored the future direction of the organisation. The delegations also called on Secretary (West) Sibi George, reflecting the high level of institutional commitment to advancing mutual cooperation.

SCO as a Platform for Enhanced Partnership

The Shanghai Cooperation Organisation has emerged as a valuable forum for India and China to align their perspectives on key regional and global issues. Since joining as a full member in 2017, India has actively contributed to the SCO's agenda, championing initiatives that focus on security, economic development, connectivity, and people-to-people ties.

Under the current chairmanship of Kyrgyzstan for 2025-2026, themed “25 Years of the SCO: Together Towards Sustainable Peace, Development, and Prosperity,” the organisation continues to expand its role in addressing contemporary challenges. The Delhi consultations provided an opportunity for both countries to review progress in areas such as counter-terrorism, trade facilitation, digital cooperation, and cultural exchanges, while charting a forward-looking roadmap for deeper collaboration.

Building on Steady Progress in Bilateral Relations

These SCO talks represent a natural step in the steady improvement of India-China relations. Following the completion of disengagement at key friction points along the Line of Actual Control in 2024, both nations have focused on creating a more stable and predictable environment. High-level engagements, including meetings between Prime Minister Narendra Modi and President Xi Jinping on the sidelines of multilateral summits, have played a constructive role in fostering better understanding.

In 2025, positive momentum was maintained through resumed diplomatic dialogues, the restoration of direct flights, and expanded people-to-people contacts. The invitation extended by Prime Minister Modi to President Xi for the upcoming BRICS Summit in India in 2026 further demonstrates the shared commitment to strengthening cooperation in multiple forums.

The SCO consultations build upon this foundation by offering a structured mechanism to sustain dialogue and expand areas of convergence. Both sides have agreed to continue and consolidate mutual cooperation and consultations within the SCO framework, ensuring regular engagement moving forward.

A Forward-Looking Approach to Regional Stability

By prioritising dialogue within the SCO, India and China are demonstrating a mature and pragmatic approach to managing their multifaceted relationship. The organisation provides a neutral platform where the two countries can work together on issues of common interest, contributing to broader regional harmony and development across Eurasia.

This engagement aligns with India's vision of a multipolar world where collaborative efforts in multilateral settings help address shared challenges and unlock new opportunities for growth. As two major civilisations and emerging economies, India and China have much to gain from enhanced coordination that supports peace, stability, and inclusive progress.

The MGMM Outlook

The first bilateral consultations between India and China on Shanghai Cooperation Organisation matters signal a deliberate shift toward structured and consistent engagement within multilateral platforms. By institutionalising dialogue through the SCO, both countries are reinforcing a cooperative framework that allows them to align on regional priorities such as security, economic development, and connectivity without being overshadowed by bilateral tensions. This engagement reflects a practical recognition that shared platforms offer stability and continuity, enabling both sides to coordinate on broader geopolitical challenges while maintaining diplomatic balance.

The discussions also build on the gradual normalisation of relations seen over the past two years, indicating a cautious yet steady effort to rebuild trust through dialogue and collaboration. Strengthening cooperation within forums like the SCO and BRICS suggests a wider strategic intent to shape a more multipolar global order, where regional powers play a decisive role in maintaining stability and driving growth. Continued engagement in such settings is likely to deepen convergence on key issues and create opportunities for sustained cooperation, contributing to a more predictable and constructive regional environment.
