Prime Minister Narendra Modi on Friday made an emotional and compelling appeal to Members of Parliament, urging them to support the amendments to the Women’s Reservation Act with full commitment. In his address and through posts on X, the Prime Minister asked lawmakers to reflect deeply on their conscience and remember the women in their lives — their mother, sister, daughter, and wife — while taking this momentous decision for the nation.


He emphasised that after decades of independence, it is essential to ensure greater representation for women in the decision-making processes of the country. “The eyes of millions of women across India are upon us — upon our intentions and our decisions,” PM Modi stated. He described the move as a great opportunity to serve the immense potential of women’s power and called upon all parliamentarians to seize this historic moment together.

PM Modi’s Vision for Women’s Empowerment

Prime Minister Modi highlighted that the women’s reservation issue had remained politicised for far too long. He expressed confidence that the government had provided clear and logical responses to all queries and concerns. “Now is the time that half the country’s population must certainly receive its rightful place,” he affirmed.


In a heartfelt message, the Prime Minister urged MPs: “Keeping in mind your mother, sister, daughter, and wife, listen to your conscience. This is a historic opportunity to strengthen the woman power of the country.” He added that respecting women is equivalent to respecting the nation itself and assured that the reforms would open new doors of opportunity for women in India’s democratic framework.


The Prime Minister also gave a personal guarantee of fairness in the entire process, stating that the government remains fully committed to equitable representation for every region and every section of society.


Key Legislative Reforms Under Consideration

During the ongoing special session of Parliament, three important bills are being discussed and voted upon: the Constitution (131st Amendment) Bill, 2026, the Delimitation Bill, 2026, and the Union Territories Laws (Amendment) Bill, 2026. These measures aim to operationalise the 33 per cent women’s reservation in the Lok Sabha and state legislative assemblies from the 2029 general elections.


The reforms propose expanding the strength of the Lok Sabha from the current 543 seats to approximately 850, allowing for a smooth implementation of the quota while ensuring broader and more representative governance. This expansion is designed to reflect India’s evolving demographic realities and strengthen the foundations of Indian democracy.


The original Nari Shakti Vandan Adhiniyam, passed in 2023 with wide support, laid the groundwork for this transformative step. The current amendments seek to enable its effective rollout at the earliest, building on the successful precedent of 33 per cent reservation for women in panchayats and urban local bodies, which has already brought positive changes at the grassroots level.


Strengthening Democracy Through Inclusive Representation

These legislative initiatives represent a forward-looking approach to making India’s Parliament and state assemblies more inclusive. By increasing the total number of seats and reserving one-third for women, the reforms will bring fresh perspectives, greater sensitivity to women’s issues, and enhanced participation in nation-building.
