EAM S. Jaishankar Begins European Diplomatic Tour with Cultural Outreach in Paris

External Affairs Minister Dr. S. Jaishankar commenced his official diplomatic tour of Europe with a visit to a unique India-France textile exhibition in Paris, highlighting the role of culture as a foundation of diplomacy. The visit marked the first engagement of his six-day tour to France and Luxembourg, signalling India’s emphasis on combining soft power with strategic dialogue in its global outreach.


The exhibition, titled “Ce qui se trame — Woven Stories Between India and France,” showcases India’s centuries-old textile traditions alongside French artistic and curatorial excellence. Hosted at the historic Mobilier National, the exhibition reflects the shared creative journeys of Indian artisans and French designers, underlining how cultural collaboration has long complemented political and economic ties between the two nations.

Textiles as a Symbol of India-France Civilisational Ties

During his visit, Dr. Jaishankar emphasised that the exhibition is not merely an artistic display but a reminder of the deep civilisational and cultural connections between India and France. Indian textiles, known globally for their craftsmanship, symbolism and sustainability, have historically influenced European fashion and design. The exhibition presents handwoven fabrics, contemporary interpretations, and collaborative works that narrate stories of exchange, adaptation, and mutual respect.


By opening his diplomatic engagements with a cultural event, the External Affairs Minister underscored India’s belief that diplomacy extends beyond negotiations and treaties, finding expression in shared heritage, creativity and people-to-people connections.


Strengthening the India-France Strategic Partnership

Beyond cultural diplomacy, Dr. Jaishankar’s visit to France is focused on strengthening the India-France Strategic Partnership, one of India’s most comprehensive bilateral relationships in Europe. Established in 1998, the partnership spans defence cooperation, civil nuclear energy, space collaboration, maritime security, counter-terrorism and climate action.


In Paris, the External Affairs Minister is scheduled to hold discussions with senior French leadership, including Foreign Minister Jean-Noël Barrot, to review progress across these domains and exchange views on regional and global developments. The talks are expected to address geopolitical challenges, Indo-Pacific cooperation and Europe’s evolving role in global security.


Engagements on Global Governance and Energy Transition

As part of his Paris engagements, Dr. Jaishankar is also participating in high-level multilateral discussions, reflecting India’s growing role in global governance. His address at the French Ambassadors’ Conference places India at the centre of conversations on diplomacy, strategic autonomy and multilateral cooperation in a changing world order.


In addition, the External Affairs Minister’s meeting with International Energy Agency (IEA) Executive Director Fatih Birol highlights India’s increasing involvement in global energy and climate discussions. The interaction focused on energy security, sustainable growth and pathways for decarbonisation, areas where India seeks balanced solutions that align development needs with environmental responsibility.


Expanding Diplomatic Outreach to Luxembourg

Following his engagements in France, Dr. Jaishankar will travel to Luxembourg, where he is set to meet Deputy Prime Minister and Foreign Minister Xavier Bettel and other senior leaders. The visit aims to deepen cooperation in trade, investment, financial services and technology, while also strengthening ties with the Indian diaspora.


India and Luxembourg share long-standing diplomatic relations, and recent years have seen growing collaboration across economic and multilateral platforms. The visit is expected to reinforce mutual trust and explore new avenues for partnership in a rapidly changing global economic environment.
