Cabinet Approves ₹84,084 Crore 'Samudra Manthan' Scheme to Boost India's Offshore Energy Exploration

In a significant step towards strengthening India's long-term energy security, the Union Cabinet has approved the 'Samudra Manthan' – National Offshore Exploration Scheme with a financial outlay of ₹84,084 crore. The Central Sector Scheme, to be implemented by the Ministry of Petroleum and Natural Gas through FY 2030–31, aims to accelerate offshore oil and natural gas exploration, enhance domestic hydrocarbon production, and reduce India's dependence on imported energy.
The initiative focuses on unlocking the vast untapped hydrocarbon reserves lying beneath India's offshore sedimentary basins. India possesses nearly 3.4 million square kilometres of sedimentary basins, a large portion of which lies offshore. While several offshore fields have contributed to India's oil and gas production over the years, significant areas—particularly deepwater and ultra-deepwater regions—remain largely unexplored because of high exploration costs and technological challenges.
Under the Samudra Manthan scheme, the government plans to undertake extensive seismic surveys, geological studies, scientific drilling, and exploratory well development to identify commercially viable hydrocarbon reserves. Offshore exploration creates demand for engineering services, marine logistics, shipbuilding, specialised equipment manufacturing, digital technologies, and skilled professionals.
The scheme also proposes the development of an integrated Oil and Gas Manufacturing and Services Zone, which is expected to strengthen domestic manufacturing capabilities and support India's broader objectives of promoting indigenous industrial growth and technological innovation.
