Union Home Minister Amit Shah chaired a high-level security review meeting in New Delhi to assess the prevailing situation in Jammu & Kashmir and evaluate the progress of counter-terror operations across the Union Territory. The meeting brought together senior officials from the Ministry of Home Affairs, intelligence agencies, Central Armed Police Forces, the Indian Army, and the J&K administration, reflecting the Centre’s continued focus on close coordination and unified command.
During the review, Shah underlined that the objective of making Jammu & Kashmir completely terror-free remains non-negotiable and must be pursued with sustained intensity.
Mission-Mode Approach Against Terror Networks
Emphasising a mission-mode strategy, the Home Minister directed security agencies to maintain relentless pressure on terrorist networks, their support systems, and financing channels. He noted that while significant progress has been achieved over the past few years, the fight against terrorism requires unwavering focus until the last remaining elements of the terror ecosystem are dismantled.
Shah made it clear that counter-terror operations must not be episodic or reactive, but continuous, intelligence-driven, and outcome-oriented. He assured the forces on the ground that the central government would provide all necessary operational, logistical, and technological support.
Consolidating Security Gains Post-Article 370
The review also focused on consolidating the security gains made since the abrogation of Article 370. Officials briefed the Home Minister on how administrative restructuring, tighter intelligence coordination, and a stronger role for local police have contributed to a decline in terror-related incidents and civilian casualties.

Addressing Persistent and Emerging Threats
While acknowledging the overall improvement in the security environment, Shah cautioned against complacency. He noted that sporadic attacks and recent incidents underline the persistence of cross-border terrorism and the need for constant vigilance. The focus, he said, must remain on pre-emptive action rather than post-incident response.
The meeting also reviewed measures to counter terror financing, including monitoring hawala networks, tightening financial intelligence, and disrupting logistical support systems that enable militant activity.

Shah reiterated that lasting peace in Jammu & Kashmir is inseparable from security. He observed that improved law and order has already enabled greater economic activity, tourism growth, and infrastructure development in the region. However, these gains can only be sustained if terrorism is eliminated at its roots.
