Amit Shah Launches FCRA 2.0 Portal and e-OCI Card: Major Digital Push for Transparency, Security, and Diaspora Convenience

Union Home Minister and Minister of Cooperation Amit Shah on June 30, 2026, launched two significant digital initiatives in New Delhi — the FCRA 2.0 portal and the electronic Overseas Citizen of India (e-OCI) card. These developments align with the government’s vision of “Minimum Government, Maximum Governance” under Prime Minister Narendra Modi. By harnessing technology, the initiatives seek to reduce paperwork, strengthen monitoring mechanisms, and provide more efficient, citizen-centric services.

FCRA 2.0 Portal: Digitising Foreign Contribution Compliance
The upgraded FCRA 2.0 portal fully digitises processes related to applications, renewals, annual returns, and other services under the Foreign Contribution (Regulation) Act. It aims to resolve operational challenges faced by NGOs and organisations receiving foreign funds, while bolstering regulatory oversight and compliance.
The new portal incorporates several advanced features, including Aadhaar-based authentication, e-Sign facilities, and Optical Character Recognition (OCR) for streamlined document analysis. It integrates seamlessly with major databases such as PAN, Aadhaar, NGO Darpan, OCI, and ICAI’s UDIN system, enabling faster, API-driven verification. The entire platform is hosted on the government’s secure MeghRaj (National Government Cloud), which enhances data security and minimises risks of unauthorised access.
With approximately 14,500 active FCRA-registered organisations handling 15,000–20,000 applications and around 17,000 annual returns each year, the digital overhaul effectively addresses the substantial increase in foreign contributions. Shah noted that the system had previously faced challenges related to paperwork and oversight. Reforms implemented since 2014 have significantly modernised the framework.
Looking ahead, additional enhancements such as a dedicated FCRA mobile application, an AI-powered chatbot, and an online dashboard for banks are planned. These upgrades will further improve user experience and enable more effective real-time monitoring. A new FCRA law is also anticipated in the upcoming monsoon session of Parliament to support continued improvements in the regulatory landscape.
e-OCI Card: Transforming Services for the Global Indian Diaspora
The e-OCI initiative introduces a fully digital card system designed to serve over 50 lakh (5 million) OCI cardholders worldwide. It eliminates the requirement for physical re-issuance of the OCI booklet whenever a new passport is obtained after the age of 20. Cardholders can simply update their passport details online through the dedicated portal.
Applicants can now complete the entire process — from submission of applications and uploading of supporting documents to downloading the digitally generated card — entirely online. Most existing holders can transition to the e-OCI format without needing a fresh application or physical verification. The system builds upon the Citizenship (Amendment) Rules, 2026, which promote digital records, centralised databases, and paperless operations.
Among the notable benefits are reduced processing times, targeted at around 15 business days, along with integration into digital immigration systems that allow real-time verification at airports. This supports faster clearance through biometric e-gates under initiatives such as the Fast Track Immigration programme. The approach also delivers lower administrative costs, enhanced data security, centralised tracking, and a reduced risk of fraud or document loss. Mobile accessibility and the elimination of duplicate physical document submissions further improve the overall experience. These advancements complement earlier updates to the OCI portal and demonstrate a continued commitment to delivering world-class facilities to the Indian diaspora while upholding strong identity management standards.

Both initiatives highlight the government’s emphasis on transparency in the management of foreign funding and the provision of seamless services to overseas Indians. By utilising secure government cloud infrastructure and integrating advanced tools like OCR and AI, the reforms are expected to deliver greater operational efficiency, contribute to national security objectives, and simplify compliance procedures. They form part of the wider Digital India framework, which aims to reduce bureaucratic obstacles while strengthening oversight.
The launch event was attended by senior officials, including Foreign Secretary Vikram Misri, Home Secretary Govind Mohan, and Intelligence Bureau chief Mahesh Dixit.
