West Bengal Legislative Assembly Joins National e-Vidhan Application: Advancing Digital Governance Across India

In a significant step towards modernising legislative processes, the West Bengal Legislative Assembly has signed a tripartite Memorandum of Understanding (MoU) for the implementation of the National e-Vidhan Application (NeVA). This integration positions West Bengal as the final state assembly to join the platform, completing the nationwide rollout of this ambitious digital initiative.


The MoU was signed on June 4, 2026, in New Delhi at Parliament House. The ceremony was attended by Union Minister for Parliamentary Affairs and Minority Affairs Kiren Rijiju, Minister of State for Parliamentary Affairs Arjun Ram Meghwal, and Minister of State Dr. L. Murugan. West Bengal Assembly Speaker Rathindra Bose participated in person, while Chief Minister Suvendu Adhikari joined virtually. Senior officials, including Dr. Satya Prakash, Additional Secretary in the Ministry of Parliamentary Affairs, represented the central government alongside West Bengal representatives Soumendra Nath Das and Sampa Dhar.

Completing the National Digital Ecosystem

With West Bengal’s entry, all 28 state legislative assemblies, along with the three Union Territory legislatures having assemblies (Delhi, Jammu & Kashmir, and Puducherry), the Lok Sabha, Rajya Sabha, and the six Legislative Councils in bicameral states, are now part of NeVA. This brings the total to 33 legislatures integrated into the unified platform. As of the latest updates, 21 legislatures have already transitioned to full digital functioning.


This milestone advances the vision of “One Nation – One Application” for legislative governance, aligning seamlessly with the broader goals of the Digital India programme. It aims to create a cohesive digital framework that enhances coordination and standardisation across the country’s legislative bodies.


Understanding NeVA: Features and Benefits

The National e-Vidhan Application is a flagship Mission Mode Project under the Ministry of Parliamentary Affairs. It serves as a comprehensive, cloud-based, multilingual platform designed to digitise the entire legislative workflow. Key functionalities include the management of questions and replies, bills, notices, assurances, committee proceedings, lists of business, bulletins, and other house-related documents.


NeVA creates a secure, permanent digital repository that supports paperless operations while enabling real-time access to information. The platform is device-neutral, accessible via web browsers and the dedicated mNeVA mobile app on both Android and iOS. Legislators and citizens can view session agendas, bills, committee reports, and proceedings from anywhere, promoting greater transparency, efficiency, and public participation in the democratic process.


Additional benefits include reduced reliance on physical documents, improved punctuality in proceedings, enhanced accessibility for members, and substantial cost savings through minimised paper usage. The central government provides financial assistance, technical support through a dedicated Project Monitoring Unit, and capacity-building training to ensure smooth adoption by all participating legislatures.


A Forward Step for West Bengal

Union Minister Kiren Rijiju described the integration as a historic move that strengthens democratic institutions through technology. Speaker Rathindra Bose expressed confidence that NeVA would significantly improve the efficiency, transparency, and accessibility of legislative functioning in West Bengal. Chief Minister Suvendu Adhikari welcomed the initiative, reaffirming the state’s commitment to leveraging modern technology for better governance.


Officials have assured full technical and operational support during the transition phase to help the West Bengal Assembly fully harness the platform’s potential.
