India’s Strategic Thorium Initiative: Unlocking Private Sector Potential for a Nuclear-Powered Future

India stands at a pivotal moment in its energy journey as the government explores opening the thorium sector to private companies. This development aims to harness the country’s abundant thorium resources, strengthen critical mineral supply chains, and reduce reliance on imported uranium, thereby advancing the nation’s clean energy objectives.

The Current Policy Shift

The Centre is actively considering policy reforms to increase thorium production and allow limited private sector involvement in commercially mining monazite-rich coastal sands. Internal discussions have already begun, with plans to prepare a draft policy following consultations with relevant ministries, including Power and Mines. Officials recognise that India’s existing regulatory framework offers significant opportunities for improvement, given the country’s vast thorium reserves contrasted with its more limited uranium resources.


This move builds on recent legislative progress, including the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Act, 2025, which has created a framework for greater private participation across various aspects of the nuclear sector while maintaining robust safeguards.


India’s Rich Thorium Endowment

India possesses one of the world’s largest thorium reserves, estimated at approximately 846,000 to 850,000 tonnes, accounting for a substantial share of global resources. These deposits are primarily found in monazite-bearing sands along the coastal regions of states such as Kerala, Tamil Nadu, Odisha, and Andhra Pradesh, with the country also holding around 11.93 million tonnes of monazite.


Recent exploration efforts have further expanded this potential. In July 2026, the Geological Survey of India identified thorium-bearing mineral deposits in Gundlupet taluk of Karnataka’s Chamarajanagar district, covering significant areas and paving the way for detailed assessment and future development.


Thorium’s Role in India’s Nuclear Programme

Thorium forms the cornerstone of India’s visionary three-stage nuclear power programme, originally conceived to maximise the use of indigenous resources. The first stage relies on Pressurised Heavy Water Reactors using natural uranium. The second stage, marked by the successful criticality of the Prototype Fast Breeder Reactor at Kalpakkam in April 2026, focuses on breeding fissile material. The third stage envisions large-scale deployment of thorium-based reactors, converting thorium-232 into uranium-233 for sustained energy production.


By enabling a self-sustaining fuel cycle, thorium offers exceptional efficiency. One tonne of thorium can generate energy equivalent to that produced by 200 tonnes of uranium, making it a highly promising resource for long-term energy security.


Private Sector Engagement and Technological Advancements

Involving private firms is expected to inject capital, expertise, and innovation into the sector. Proposals under consideration include easing restrictions on thorium extraction, accelerating research and development, and shortening the timeline for converting thorium into usable nuclear fuel. Private participation is also anticipated in areas such as fuel fabrication and reactor deployment.


Promising collaborations are already emerging. NTPC and international partners are exploring advanced thorium-based fuels like ANEEL, which combines high thorium content with enriched uranium. Such technologies are designed to be compatible with existing reactors, offering enhanced safety features and reduced waste generation.


Benefits for Energy Security and Sustainability

These reforms are set to support India’s ambitious nuclear capacity targets, including scaling up to around 22.5 GW by 2031-32 and reaching 100 GW by 2047. By strengthening domestic fuel supply chains, the initiative will help mitigate import dependencies and contribute to the country’s goal of achieving Net Zero emissions by 2070.


Beyond energy production, the thorium push is likely to stimulate economic growth through job creation, technological development, and positioning India as a global leader in advanced nuclear technologies.

As public and private sectors work together, the initiative could accelerate the development of next-generation nuclear solutions, generate skilled employment, and strengthen critical mineral supply chains. With careful implementation, strong regulatory oversight, and sustained investment in research, India's thorium programme has the potential to become a defining pillar of the nation's future energy strategy while reinforcing its position as a responsible and technologically advanced global power.
